- Summary
- Bayley's Office has asked Cobb to offer his opinions on national affairs. He obliges. Feels that much of the trouble in international policy stems from Genet's machinations while French envoy. Friction with France, however, was well on the way to solution, when British depredations on U.S. commerce in West Indies presented another problem. Feels that Congress should leave any agent to London unencumbered by ultimatums or a set position so that he may better negotiate. John Jay's nomination to London post-some Senators oppose him, but not enough to defeat the nomination. Relations with Spain much improved. Since Spanish have stopped intrigues with Indians in the South.
