Hopes to have data ready for discussion of East Indies by Tuesday or Wednesday. Also includes two alterations to be made in the commercial project as result of 6 September conversations. Enclosure: "Observations Enclosed with the Above Letter" Contains Grenville's suggestions for revising Article 1; explanation for suggestion that St. Croix Commissioners meet in London; intent of his suggested articles on Mississippi navigation and admission of American shipping to Empire ports (Articles 5, 6,7). Also comments on Articles 8, and 11-18. Suggests changes of wording in Articles 2 and 3 of Commercial Project.
