- Partially printed in Johnston II 453, Wharton V 153, except cipher portion. Cipher is that sent to John Jay by Charles Thomson. Cipher portion--Congress' pride is hurt at the attitude of the Spanish court which treats them as suppliants rather than as independent people. Congress, despite their affection for Spain, begin to talk of ceasing their applications. What are John Jay's sentiments about withdrawing to France if no treaty or loan are forthcoming? Clear message--Armies going into winter camp. Only lack of funds prevents the launching of a glorious winter campaign, for the enemy holds a few strongholds and those but tenuously.
