The measures which were used to secure recognition by Holland, and the success of those measures; Jay's system of recording dispatches will preserve such negotiations for posterity. He wishes to return to America, since he is sure there is no use for a minister in London unless the British accredit a minister to the U.S. The Convention at Philadelphia composed of heroes, sages and demigods, they have no need for his presence.
