- Summary
- Writes on behalf of himself and his immediate assistants in the Quartermaster's Department. Rumors of wrongdoing destroy the public confidence, and make the supplying of the troops more difficult. There may be some unsavory practices, but they have attempted to select Agents who are of high character, and suspect that no widespread wrongdoing has occurred. Offers assistance if Congress wishes to set up a new system of supply. "We did not solicit our appointment, neither have we a wish to hold it, if our merit is less than our Reward."
