Summary:
(With enclosures.) Letters sent to President of Delaware by John Jay, 6 July 1786. Encloses copies of grievances of British merchants trading with U.S.. They were forwarded to Adams by Carmarthan on 28 Feb. 1786. They cite provisions passed by various states forbidding the assessment of interest on debts payable to British subjects. In Pennsylvania the lawyers are afraid to undertake suits for British subjects. Also cite the New York Trespass Act, and the acts of Virginia providing for discharge upon payment of the debt into the State treasury.
