- Summary
- His absence from State prevented him from writing earlier to Jay. Treaty is widely debated, those who oppose it in Kentucky and Virginia have generally not read it and their opposition is based upon the statements of their friends. Explains that strong westerly winds delayed the arrival of his ship with the treaty text. No time was wasted once he reached America in getting the text to Philadelphia, but he nevertheless missed the recess of the Senate by a few days.
