Summary
The reduction in size of the army appeared necessary; if those who oppose it now insist on lying on their backs, who are they to complain if Jacobins walk over their bellies? Among the few truths that appear in a recent pamphlet there is one he is happy to acknowledge - that is that the principal merit for the 1783 negotiations was Jays. Will Jay consider letting the Historical Society (Mass.?), publish his drafts?
