- Summary
- Congressional session has proven more profitable than he expected. Thinks passion of additional revenue acts particularly important. Of interest to John Jay, the passage of laws for punishment of violations of neutrality acts. Executive and Judiciary now armed to maintain neutral position. "Irregularities" at Charleston. Ask John Jay to collect information of European practice concerning the sale of prizes in neutral nations. If this contrary to usual practice, U.S. may still remedy situation at home. Anti-British feeling seems to be dying down. Sees in this crisis a chance to lay "solid foundation for future harmony."
