Summary
Although they previously were of the opinion that the minister from France should be received, is it not wise to reconsider whether the reception should not be with qualifications? Death of French King will give rise to a regency, which may send a minister also- shall U.S. receive both? Would it not be wise to wait until a government of France is established?
