- Summary
- William Coleman was appointed Clerk for the New York Circuit after Mr. Skinner was proposed but failed to be approved by the Council on Appointments. Jay's feelings were for Coleman, but Skinner's experience did entitle him to prior consideration. Jay fears some of the New York City members were not pleased with Coleman's selection. Hopes Coleman's reports will be prepared promptly but with due care.
