Summary
He and King agree no mention should be made of the disturbances to the grand jury; rather the President's speech to Congress should be the first official notice to be taken of it. If the government moves together, and with discretion the cause of the authors will be frustrated. On the other hand if outrages occur, forcing the government's action to protect its dignity, the action should be taken swiftly under the President's personal direction.
