- Summary
- Sends the sheriff of New Haven, John Brainard, with papers concerning criminals who, evading justice in Connecticut, are said to be in New York. Asks Jay to give Brainard the authority to capture the criminals if found in New York and bring them to Connecticut for trial. Aware that papers do not have exact formalities needed to bring the case before Congress in order to make a 'preemptory demand', but believes Jay will help a sister state. Delay will give criminals opportunity to escape altogether.
