- Have received intelligence that British are attempting to settle people within American lines boundaries that are bound to Britain in gratitude for gratuities of provisions and farm implements. If true, the evacuation of frontier posts is not to be expected, and another war may be in the offing. Gardoqui arrived from Spain as charge d'Affairs, Governor William Livingston declined post at London, which has been offered to Governor Rutledge.
