- Summary
- Dumas' letter of August 27th had enclosed request from the ChargT d'Affaires of the Palatinate and Bavaria to go to Congress and then the government of Pennsylvania, with regard to a Palatine citizen living in Philadelphia. Believes the courts in Pennsylvania are competent to deal with the ordinary course of justice between a private foreigner and a private citizen; does not think proper that the government of a country should interfere. As to other matters in Dumas' letters -- as the new federal government will be organized soon, all but the most important foreign affairs have been put off until new government is in place.
