- His letters of June have arrived, but no action taken for lack of a quorum in Congress. Encloses instructions of Congress concerning medals, also concerning vessel of Rhode Island seized at Tobago. The Convention will rise shortly, and among the mass of the people there is a certain optimism concerning the results. It is certain there will be much discussion and debate. For himself, Jay has long found himself in the embarrassing position of seeing much to be done, but not being able to do it.
