No definite news yet on Congressional action on Adams' resignation. Philadelphia Convention has agreed on leading principles. Encloses papers showing in what States Treaty is now operating without constraint-papers relating to New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey and Maryland.
