- Encloses copy of a letter received from Judge Van Ness (Albany, 10 January 1809). Requests John Jay's opinion on the article of the Treaty with Great Britain concerning ownership of land. One interpretation holds that aliens who have purchased lands by permission or under authority of state government may sell them or transmit them to their heirs. On the other hand it is contended that all purchases made by aliens are validated whether approved by state governments or not.
