- It is so cold in New York that people have been able to skate across to Governor's Island from the Battery. Many ships are in distress along the coast. News of business transactions. An application for an appointment as Notary Public has been sent to him for presentation to John Jay, but he has returned it with notice that no new notarial appointment will be made. Incendiaries in town are quiet.
