Summary
An inquiry has come from Halifax to know the reason of an attack by Commodore Rogers and his squadron upon the English frigate Belvedere. The captain of the Belvedere, afterwards concluding there must be war, took three American merchant ships, all since restored. The principal Federalists here think a meeting would not be expedient; on this occasion the people far outstrip their leaders, and it is a pity to let their ardor evaporate without benefit. Apprehensions that Massachusetts will take measures which would tend to sever the Union. Plans for calling a convention of the eastern states have been agitated. Colonel Burr has opened an office in New York City.
