Summary
Transmits letter of 10 November, 1787 from Sir John Temple. John Jay's
illness and the recess of Congress prevented an earlier submission of the letter. Has
had informal conferences with Temple on subject of letter and hoped that these could
solve the problem in question, but Temple's instructions make an application to Congress
mandatory and, hence, Congressional consideration of the matter is
requested.
