Declines invitation to accompany John Jay to London. Is needed in Senate where parties are almost equally divided. Would like to accompany John Jay for friendship and, he admits, political advantage, but still declines. Search is on for successor to Morris at French Court. Hears that Chancellor Livingston is considered. Jefferson and Madison, it is understood, would not accept appointment.
