- Autograph Draft. Government not yet organized; affairs of the department (of foreign affairs) remain the same until Congress can meet. Many members have arrived but not sufficient number to form a quorum in both Houses. By next week, should have enough to open ballots for President and Vice-President. Clear will be George Washington and John Adams. Forwarded Jefferson's letters on captives in Algiers to the Treasury Board. Approve of alterations in the consular convention; Jefferson's conduct commended. Jefferson's reasons for coming to America on a visit justified, but hard to see what could be accomplished as no sitting Congress. As soon as the President is in office will ensure he gets all the business at hand.
