Summary
Urges that General Lee be the officer designated to command in Canada. It is there that the ministerial effort will be directed, and that province is less defensible than Virginia. In addition Lee speaks French, which will endear him to the inhabitants of Quebec. Sloop being fitted out is ready; requires pay scale and continental colors.
