Summary
Congress should provide for surgeons and supplies to be sent to the fort being raised on the Hudson River, lest all of their efforts in this regard be of no defensive value. Advisable to send Continental troops to New York to supplement the militia and increase public confidence. New York should not be required to buy muskets for artillerymen; rather Congress should authorize New York to buy them at Congress' expense.
