- Congratulations on signing of definitive treaty and evacuation of New York on Tuesday. Governeur Morris there now. Wishes free trade among all governments, but thinks British restrictions will work to the advantage of the United States. If continued refusal of American ships in British-owned islands, will find none of their ships admitted in American ports. Should France do the same would have commerce mostly with Dutch. Received prints of rise and fall of the "Ballon." Congress at Annapolis. General Mifflin accepts president's chair. Dismissing remains of army; hopes for end of his engagement before following May. Boys doing well with their tutor M. Basserelle. Sending ships to China "to encourage others in the adventurous pursuits of Commerce." Wishes to "see foundation laid for an American Navy."
