- Summary
- Details concerning the South Carolina constitution, particularly the powers of the Governor. While the members of the Convention agreed to governor's appointment of inferior officers, they pointed to the New York governor as a reason why a governor should not preside over the council of appointment. They also refused to give governor the right to veto legislation, or what Rutledge advocated - the right to temporarily suspend its effectiveness.
