- Summary
- Thinks General Schuyler should immediately clear his reputation with Congress and then present and be put in charge of the execution of a plan to secure upper New York against the enemy. The river should be obstructed at a place which can be commanded by a fort and a strong government with a vigorous executive should be established. There are too many rascals in this day to make complete democracy desirable. Hopes Jay and Livingston will return to Congress. Plans to return to South Carolina to defend his state. Sends Jay his great esteem.
