- Received the letters concerning Mr. Pickman. Although Jay's recommendation lends weight to Pickman's candidacy, must be circumspect in the selection of commissioners. Jay's information concerning people's sentiments [about the treaty] accords with his own; believes the "present fermentation ... is not only subsiding, but changing. The dregs, however, will always remain, and the slightest motion will stir them up."
