- Comments on Monroe's communications to the National Convention of France: 1) measure not well-advised considering United States neutral policy 2) Monroe defended actions, saying that French naval officers detained in United States under restrictions of neutral policy had represented United States as unfriendly to Revolution and he sought to correct this view. 3) although Monroe went too far in his efforts, feels that the alarm of the British Government at the news may have aided John Jay's negotiations. Encloses paragraph from Newspaper intimating that England is seeking to re-open friendly relations with France with John Jay's aid. Settlement of Pennsylvania insurrection has gained for United States new respect in eyes of foreigners.
