- Praises the Address (a copy of which John Jay has sent him)/ Asks for another of the pamphlets. Opponents of Constitution are "passive" in Virginia since the elections to the convention. Maneuvers of anti-federalists at polls do them little credit. If South Carolina should ratify the Constitution, can see no possibility that any of remaining States (once the nine required have assented) will try to set up a separate Government or Governments outside the Federal Union.
