- Summary
- Britain has learned of the suspension of the American claims commission. The British commissioners have been guided by the rule that resort to ordinary judicial proceedings are conditions precedent to recovery before the commission; they have also avoided publishing their personal differences. Allies have met with considerable success against France, but the power of France is sobering, even when she suffers defeats. America will be ill used by either side until she ceases her temporizing attitude. Suggests America should look toward South America as he suggested in his last letter.
