- Monroe has done an excellent job in presenting the U.S. position on the Jay Treaty before the French government. He deserves to be commended for his work, which is rendered especially meritorious since Monroe himself is against the treaty. Trumbull has been selected the fifth commissioner to adjust claims under Jay Treaty.
