- Summary
- Travels in France convinced him that there is great jealousy of the treaty with Britain, despite the fact that the provisions have not been promulgated. At a meeting with Sir William Scott he pointed out the effect which continued seizures of American shipping would have- despite the beneficial effect of the treaty. He also indicated that there was not a pressing shortage of wheat in France, and that there were other than American sources of supply. A body of emigrant troops has landed in France, but little is anticipated concerning their success. The rule of the guillotine has given way to extreme caution in criminal prosecutions.
