- Has just been informed that Jay refused to pay Major Franks' draft because his expenses exceeded Jay's expectations. Since Williams had orders from Jay to advance to Franks what he needed, and since Franks had high recommendations, and since he was on public business, Williams paid him what he required. "The propriety or impropriety of his conduct are points to settle between him and his employers, I certainly had no right to inquire into and much less to limit his expenses." Expects that Jay will order the bill to be paid.
