Summary:
Jay agrees that England must be dealt with on an equal footing. Monsieur Oswald has been informed and has sent to London for further instructions. Encloses a copy of his commission. Mr. Vaughan has no public character. Mr. FitzHerbert has been sent to discuss preliminaries with this court. Nothing can be done until Oswald receives further instructions. We shall then be able to form some judgment of the real intentions of the British Ministry.
