His negotiations are obstructed by a series of delays, and his mail is subjected to continuous inspection and theft. Agrees with Adams that peace is still at a distance, but is happy about Greene's victory and Cornwallis' defeat- anxious to know what influence they will have on the British counsels. "I... would not [be surprised] if the various Delays practiced here, should in the End prove much more advantageous than injurious to our Interests."
