Summary
Is sorry that Jay is annoyed at him, and hopes that in time Jay will see that the rebuke is unmerited. Jay will remember the proposal to let information concerning the Cumberland mission reach England. As instructed, Cumberland consulted the Ambassador [of France?] concerning this, and they got into a conversation about Cumberland. Cumberland's informant is connected with the family of the [French?] Ambassador to Spain. He got the idea of countersigning Jay's dispatches from Ferguson's signing some of the Commissioner's dispatches to Congress, and meant no offense in making the suggestion.
