Summary
Counsels him that Spain proceeds slowly but is persistent in her attachments. The United States must be patient with Spain, because her connection with France entitles her to some of the good will which the American people entertain toward France. The three natural enemies of Britain must continue to present a united front to the enemy, but if Spain continues to ill treat the American representative at Madrid, he should withdraw and go to Paris, where the French may be able to mediate the difficulty.
