- Summary
- Bingham was unable to accept the position he mentioned to Jay when he asked him to sound out Franklin because of his courtship and marriage. A reformation has been badly needed in the administration, and , finally, one appears to be in progress. A Superintendent of Finances has been appointed. "Repeal of all the tender laws is recommended by the Congress and will be attended to by the states. A national bank on a very extensive play will be formed on the credit of large deposits in specie to be obtained by private subscription." The English are taking advantage of the unprotected and weak situation of the southern states. Accounts have been received on the arrival of the Count de Grasse at Martinique with ships and reinforcements. An expedition was immediately launched against St. Lucie.
