- A section apparently deleted in the final letter, reads as follows: Glad that Bingham and wife arrived safely in Europe and knows they will enjoy themselves. Has received news that European goods are cheaper in Philadelphia than in Europe. Since American goods are expensive in comparison, perhaps some regulation will be needed. Letter as sent: It is doubtful whether the British cabinet will accept a commercial treaty with United States, for individuals are ruled by passions rather than good sense. They anticipate wrongly that Canada can supply the British West Indies. America will best follow the policy that she will grant reciprocal privileges to all nations; and Congress should pass a navigation act on that basis.
