- Has been in London a month, and has had but two healthy days since arrival. Does not know disposition of British Cabinet toward commerce treaty. Suggests that a judicious Navigation Act by the United States, well drawn and strenuously administered, would prove a suitable substitute for a commercial treaty with Britain. If the United States continues to act with unity and solidarity they have nothing to fear.
