- Has had to refuse to accept Congress' bills, but has made an explicit statement of his reasons for so refusing, so that the enemy cannot make capital out of this. Suggests that merchants not use blank endorsements on their bills- since the enemy makes good use of the bills it finds in that state. Gardoqui is in Madrid. Trenches not yet opened against Fort St. Philip on Minorca, and another expedition is preparing at Cadiz for an uncertain destination.
