Carmichael is to see Mr. Maraci and inform him that it is highly probable that Jay will accept his bills, but that the necessary arrangements for their payment have not yet been completed. He is to prevail on Maraci not to take any measures which might cause embarrassment and to assure him that Jay believes the whole matter will be terminated in a manner agreeable to all. He is also to explain that their distance from the seaports is responsible for the unavoidable delays.
