- Thinks Duane might have been of assistance in the Vermont discussions, and is sorry to find his name omitted from the list of the participants. New York should establish a post as far in the western country as may be convenient. Virginia has taken steps in this regard, and perhaps proceeds on the same motives he mentioned to Clinton before he left America. In its joint resolution Congress recommends the naturalization of French subjects by the States-he is not sure that this is prudent, and is not at all sure that the French would extend reciprocal immunities.
