Summary
Working on New York defenses. The attachment of some for Canada has created a lack in New York. 3750 men to be drafted, 3000 of which will serve at New York City. Try to get volunteers from the Green Mountain Boys to serve in Canada. Pay them more than regulars. Some here do not want them considered under New York jurisdiction. 25,000 men will be here to greet the enemy. British advocacy of complete submission helps to unite our people here.
