- Congratulates Jay on the alliance with France. Encloses newspaper reports on North's bills. Those clauses inserted by the House are marked in the margin. Jay may see the insincerity of the enemy from the fact that clauses hinting that "the unalienable rights of human nature may probably become the subject of negotiation" in America, and that this time a full and adequate representation "might be sent to Congress on account of the "present Special occasion" was struck out of the newspaper account. The American delegates have recommended an act of grace with exceptions. Making these exceptions will be a delicate task.
