- Encloses letters of solicitation written to him and George Washington by Sir Edward Newenham and Lady Newenham of Ireland. They wish their son to be appointed U.S. consul at Marseilles. Franklin knows Congress has heretofore limited its consular appointments to citizens of the U.S., and does not know whether this situation may be such as to induce them to depart from that principal.
