Summary:
Concerning alleged irregularities in capture and condemnation of American vessels. Regrets any injustices. Widespread war must, unfortunately, always injure and inconvenience the neutral. Such injury should be kept to minimum. King will do all possible to see that appeals are heard. As for impressments, any such impressments of American citizens done expressly against orders of Crown. His Majesty will renew his "intentions" concerning impressment inconsequence of Jay's application.
