- Last letter contained "Hints" on New York's dispute with Vermont. Congress has agreed to stop emissions of paper money at $200,000,000. In the course of Congressional debate on ceiling of currency emissions and taxes, Jay "intimated" his doubt that New York would pay taxes only if Congress acted on Vermont claims. While New York could easily raise the tax levy, Jay would "detain every Shilling" until "Justice be done the State' of New York. To this end, Congress should be authorized to act "Effectually, unembarrassed by useless & perplexing Provisos & Reservations."
